Lieutenant Colonel William L. Howard, Jr. was commissioned from Longwood College in 1987, where he graduated with a B.S. degree in Management Information Systems. He also holds a Masters Degree in Information Resource Management from Central Michigan University.
He is a graduate of the Ordnance Officer Basic Course, Aviation Officer Advanced Course, Initial Entry Rotary Wing Course, and the U.S. Army Command and General Staff College.
